Who Are China’s Enemies?

First off, I want to apologize for the translation that follows. Not because I’m worried about embarrassing myself with the Chinese language — I’ve been doing that since I first attempted to say Chinese (my first sentence was “How do I milk this cow?”) and continue to do so on a daily basis — but because I’m nervous that I’ve gotten crucial parts of this wrong, and am thus misrepresenting the article’s author. I went over the article with my tutor but I’m sure problems still remain — my fault, not hers. If you spot problems in the translation please let me know.

A twitter friend/follower/acolyte/tweep @gr8bad originally sent me this article towards the end of July. I downloaded it, which was fortunate as it was almost immediately pulled offline. It took me a long time to get through it, but once I reached the end and read the comments I realized I was reading the words of a jailed man. By the time I finished the article, the author, Xu Zhiyong, was already halfway through a 3 week detainment which ended with him being charged with tax-related crimes.

Xu Zhiyong is a Chinese lawyer who represented victims of the Sanlu milk scandal and parents of Sichuan earthquake victims. He is the head of the Open Constitution Initiative. You should Google him to find out more.

I was surprised to find out Xu was the author because on the first read of this article I actually thought the basic premise — the idea that love and justice can triumph over evil and ill-intent — somewhat naive. Subsequent readings made me rethink that but it is still, in my opinion, an incredibly hopeful article. It is also one tinged with religious belief, though I don’t know if Xu is a believer in any specific religion. I suppose that to go up against massive organs of power and corruption you have to be optimistic to the point of foolhardiness. Many of those who have fought for justice and civil rights have seemed naive. Women voting and owning property? Blacks in America being able to go to school with whites? Slaves learning to read? Stop that crazy talk. Martin Luther King Jr. was a dreamer, but I would be hesitant to call him naive and I hesitate to use that word to describe someone who has gone up against their government in contentious legal battles, well aware of what the consequences could be.

Curtis Mayfield, in one of my favorite songs, a song so much that I had the title tattooed on my arm, sings, “I plan to stay a believer.” I plan to stay a believer — believing that good can truimph over evil, that justice can gain hold even when surrounded by powerful instruments of oppression, be they social, political or economic — and I think Xu Zhiyong does too. So, to admit my bias straight off, I am in the same camp as the several hundred commenters who wrote in before the blog post was taken down, and the entire blog eventually shuttered, saying 支持公盟 支持许志永. I support the Open Constitution Initiative, I support Xu Zhiyong. I just hope this translation does my admiration, and the man himself, justice.

Revisiting this article after the 60th anniversary military spectacular, I was struck by the contrast between Xu Zhiyong’s conclusion about who China’s enemy is, and the billions of dollars of military hardware that was on display.

回望历史 // Looking Back in History

谁是中国的敌人?这曾经是一个让人恐惧不安的话题。历史教科书曾经说美帝国主义是中国的敌人,那个被毛泽东冷嘲热讽的司徒雷登就是美帝国主义丑陋的形象。直到很多年后我们才知道,司徒雷登竟然深爱中国,“是一个中国人多于是一个美国人”,九一八事变后他曾带领数百名燕京大学师生上街抗议日本对中国的侵略,1941年被日军关进集中营直到二战结束才重获自由。他临死的遗愿是埋葬于出生的故土——中国杭州。

Who is China’s enemy? This once was a question that made people fearful and anxious. History textbooks once said American imperialism was China’s enemy. Mao Zedong cynically said John Leighton Stuart was the ugly image of American imperialism. Not until many years later did we realize, Stuart, in fact, deeply loved China and considered himself “more of a Chinese than an American.” After the Mukden incident, he led several hundred Yanjing University student through the streets in protest against the Japanese occupation of China, in 1941 he was imprisoned by the Japanese in a concentration camp and wasn’t freed  until the the end of WWII. His dying wish was to be buried at his place of birth — Hangzhou, China.

在中华民族危亡的年代,在辽阔的太平洋和亚洲战场,中美两国并肩作战。如果没有美国,我们很难想像仅凭中国的力量能够打败日本,也很难想象中国能成为联合国创始国,然而这鲜血凝成的伟大友谊几年之后全变了。这就是二十世纪两个大国之间从朋友到敌人的故事,因为个别统治者的好恶,最好的盟友转瞬间成了敌人,即是抛弃所有道义原则纯粹从国家利益考虑,这符合中国的国家利益吗?

During the Chinese people’s perilous years, during the extensive battles in the Pacific and in Asia, China and America fought shoulder to shoulder. If it weren’t for America, it’s hard to imagine China being able to rely solely on their own strength to defeat Japan, and it’s also hard to imagine China becoming a founding member of the UN. However, this fresh blood congealed, and this mighty friendship, several years later, changed completely. This is the 20th century story of two countries who were friends becoming enemies. Because of the whims of leaders — thinking purely in terms of the benefits for their countries, abandoning principles and the righteous path — the closest of allies almost instantaneously become enemies; was this really in accordance with China’s national interests?

有些记忆是历史的伤痛。英法联军,八国联军,圆明园,这些概念常常和一个民族的仇恨连在一起。漫长的历史上,国与国之间没有道德更没有法律,为了掠夺资源,为了扩张土地,甚至仅仅为了统治者钟爱的一个女人,人类社会曾经充满仇恨与战火。

Some of these memories are the painful wounds of history. British and French allied forces, the Eight Allied Armed Forces, Old Summer Palace, these concepts are often linked together with a national hatred. Throughout history, when the relations between countries are without morals and laws, if they’re predicated plundering natural resources and expanding territories, even amusing the leaders’ wives [this is a reference to the story of the king who shot of the cannon warning system, boy cried wolf style, to amuse his wife] human society will be full of hatred and conflagration.

Fortunately, during the second half of the 20th century, humanity reached new heights of civilization: the citizens of the global village had a moral consensus regarding public order — expanding territories and wars of financial plunder were illegal, Saddam couldn’t help but withdraw from Kuwait, leaders weren’t allowed to persecute other peoples, the international courts even used the laws to punish a number of genocides. In accordance with the law, freedom, democracy, rule by law and human rights swept across the planet.

必须树立敌人才能巩固内部团结的理论是野蛮时代的政治理论。人类总会分你我,但没有必要区分敌我。那种依靠制造一个敌人产生的恐惧来维护国内的团结是专制主义的逻辑。人类不需要敌人,人类可以在美好信念中在幸福和欢欣的感动中得到团结。

Needing to establish an enemy in order to consolidate domestic support is a method of governance from barbaric times. Humans will always recognize the divide between you and I, but there is no need to regard the “other” as the enemy.Depending on the creation of dread in order to safeguard internal unity is the logic of absolutism. Humanity does not require enemies. Humans can, through conviction in a beautiful society, through feelings of good fortune and welcome, create a unified force.

当希特勒疯狂屠杀犹太人声称为雅利安人争取生存空间的时候,卓别林表演的《大独裁者》表达一个美好的梦想——这个星球上的资源足以养活所有的人,人类不需要相互残杀,国与国之间应该互利共赢,人类可以通过贸易、交流、互相帮助过上更加幸福的生活。正如法国和德国一样,世世代代的仇恨都可以成为过去,中国没有必要与美国为敌,没有必要与英国、法国为敌,甚至没有必要与日本、俄罗斯为敌,中国可以和这个世界上所有的国家贸易互补共同繁荣促进人类的福祉,共同抵御经济危机和甲型流感,共同探索外层空间和人类的未来。

At the time Hitler was madly killing jews in the name of preserving an Aryan world, Chaplin’s performance of “The Great Dictator” presented a beautiful vision. The world’s resources are enough to support the life of all people; humans don’t need to kill each other savagely; countries can work together to achieve common profit; people can, through trade and communication, help each other live even happier, more fortunate lives. Just as with France and Germany, age old hostility can become the past. China does not need to make America an enemy, there’s no need to consider England and France enemies, there’s not even any need to make Japan or Russia enemies. China can do trade with all of the world’s countires, resulting in a complementary shared benefit and advancing the happiness/wellbeing of people all over the world. Together, we can defeat the financial crisis and swine flu. Together, we can explore deep space and the future of mankind.

中国是一个大国,只要国家内部公平正义和谐统一,今天恐怕再也没有人会愚蠢地设想武力占领这片土地。至于历史上的领土争端,也只有在真相和正义基础上谈判解决,战争不会给任何一方带来好处。这个世界上有很多国家,各种利益纷争仍在,他们可能会是中国的竞争对手,可能会批评中国政府在人权问题上的立场,可能会为了自己国家的利益采取愚蠢的贸易壁垒政策,但是,他们不是中国的敌人。

China is a big country, it needs equality, justice, and harmonius unification. Today, no one can imagine that this land can be ruled by military force. As for history’s territorial disputes, you can only negotiate a solution on a foundation of actual facts and justice — battle doesn’t do anyone any good. The world has many countries, all sorts of disuptes over interests stil exist. Other countries may be China’s competitors; perhaps, they critize the Chinese government’s position on human rights; maybe these countries, out of their own interests, adopt absurd protectionist policies; but, we cannot consider them China’s enemies.

不同的声音 // Different Sounds

“敌对势力”对于上了年纪的中国人来说是一个可怕的概念,今天,这个概念在公众领域已经不流行了,但是,在一些内部文件中还常常见到。一个组织或个人一旦被列为“敌对势力”,法律就消失了。

To Chinese of a previous age, the concept of “hostile forces” is a dreadful one. Now, in the public sphere, this idea has already lost favor; but, you’ll still see it quite often in certain internal documents. The moment a group or individual is classified as a “hostile force” the law disappears.

2004 年秋天在纽约我碰到了一个女孩,当时她正在网上与台独支持者激烈辩论,如果不了解她独特的身份,你一定会以为她是一个大陆来的激进的民族主义者。她的父母出生在山东,十几岁的时候辗转到台湾,后来两人到瑞士求学、相识、结婚,生下了这个女孩。虽然在瑞士出生、长大,但她却对中国充满深情,这位能流利地讲四国语言的女孩简直就是中国传统的化身,她能背诵大量的古诗词,她在自己的英文简历中开头第一句话说,当然,我是一个中国人。

In New York, in the autumn of 2004, I happened to meet a woman: at that time she was in an intense debate, online, with supporters of Taiwanese indepence. If you don’t understand her unique character, you would definitely think (mistakenly) that she was a radical nationalist from the mainland. Her parents were born in Shandong, and moved to Taiwan when they were in their teens, later they went to Switzerland to seek education, got acquainted, married, and had a daughter. Although she was born and raised in Switzerland, she was full of deep emotion towards China. This woman, who is fluent in four languages, is the embodiment of Chinese tradition — she can recite from memory great numbers of classical poems. The first line in her English resume reads, I am Chinese.

她说她很想回到自己的祖国——中国大陆看看,可是她不能,因为她属于那个1999年突然诞生的“敌对组织”。二十世纪的中国,一场接一场的政治运动制造出一批又一批的阶级敌人,直到今天,一些人眼里还有很多很多“敌对组织”,他们广布在城市、乡村、网络还有世界各地。

She said she really wanted to return to explore her motherland — the Chinese mainland — but she was unable to because she is classified as part of of that hostile group that sprung up in 1999. In 20th century China, one political movement after another created class enemies. Today, some people still have in their eyes “hostile groups” they see as widespread in cities, villages, on the net, everywhere.

也许有人难以理解那些吃饱了没事干的人——比如耶鲁大学法学院那个叫“达尔富尔24小时”的学生组织对中国政府在非洲的行为的批评,难以理解为什么有那么多人权团体总是找中国的麻烦,可是如果你认真了解就会发现,这个文明的世界上的的确确有很多很多人他们怀着纯真的信仰,那么执着于遥远的素不相识的人的权利和尊严,他们就是以这种方式实现自己人生的价值。他们的批评会让人愤怒,但他们不是中国的敌人。

Perhaps some people find it difficult to understand those get involved with things that have nothing to do with them. For example, the Yale University law school  24 Hours for Darfur student group that criticized the Chinese government’s actions in Africa. Some don’t understand why so many human right groups are always looking for trouble within China. However, if you work hard to understand, you will realize that this world really does have many people who cherish naive beliefs, who are obsessed with the rights and dignity of faraway people they will never meet — people who use this method to realize the value of their own lives. Their criticism may make people angry and indignant, but they are not China’s enemies.

那些为了正义而呐喊抗争的公民他们会让很多官员头痛,他们可能执着于自己的宗教信仰,可能为了内心的正义铤而走险,可能在网络上无奈地唱着“躲猫猫”或者“草泥马”之歌,他们可能对我们民族的历史怀有自己的信念,他们甚至可能对执政党怀有偏见,但他们不是中国的敌人。

Those citizens who cry out for justice give our officials headaches. They may perservere out of their own religious beliefs, or out of their own inner convictions take desparate risks. They may feel they have no choice but to sing out online songs of “hide and seek” or “grass mud horse.” Perhaps they cherish their own beliefs about our people’s history — they may even have prejudices against the government, but they are not China’s enemies.

那些按照法律犯了罪的人可能为千夫所指,可能永远难以赎回自己的罪过,但是,他们心中也会有爱,他们也会爱自己的国家,一个真正自信的社会不会把他们当成敌人,而是把他们当成病人,不是当成仇恨的对象,而是当成救赎的对象。如果我们相信自己国家有公正的法律和正义的审判,那么他们不过是承担了他们应当的法律责任,他们不是被压迫阶级,他们不是中国的敌人。

Perhpas these people who, according to the law, have commited criminal acts will be widely condemned, perhaps it will forever be difficult for them to redeem their crimes, but their hearts also have love — they also love their country. A genuinely self-confident society cannot consider them enemies — we must consider them sick. We can either make themtargets of hatred, or targets of our rescue attempts. If we truly believe our country has impartial, legal, and just trials, than they need to shoulder their legal responsibility. They are the oppressed, they are not China’s enemies.

那些发表独立见解或批评执政党的“右派”,那些反对伟大领袖或者对某种主义有自己看法的“反革命”,那些父辈辛劳积攒很多财富的“资产阶级”,那些家庭出身不革命的“黑五类”,那些二十世纪历史上千千万万为了内心正义受尽苦难的同胞,他们不是中国的敌人。

Those who express their own opinions or criticize the ruling party’s “rightists.” Those that oppose the mighty leader or have “counterrevolutionary” ways of looking at certan kinds of doctrine. Those who came from wealthy families, belonged to the Five Black Categories or were “bourgeoisie.” Those who’ve accumalted great wealth or came come from anti-revolutionary backgrounds. These millions and millions of compatriots who suffered greatly in the 20th century in the pursuit of justice, they are not China’s enemies.

心灵的阴影 //  The Specter’s Shadow

中国是一个古老的国家,这里有悠久的文化、辽阔的土地和勤劳善良的人民,二十世纪这个民族经历过深重的苦难、希望的欢欣和未来的迷茫。这个世界上确实可能有人对中国充满敌意,他们恨中国,他们希望中国陷入分裂、动荡甚至毁灭,他们试图杀死我们的同胞、姐妹和孩子,如果真的有人产生这样无缘无故的恨,请相信这样的人不会多,也并不可怕,他们不应当被列为中国的敌人,而应当是法律制裁和心灵救赎的对象。

China is an ancient country, there is long established culture here, a vast terrain, hardworking and kindhearted people. China’s 20th century citizens experienced grave suffering, high hopes and a vast, bewildering future. This world definitely has people who harbor hostilitiy towards China: they hate China, they hope China falls into unrest, political upheaval, even ruin, they attempt to kill our compatriots, sisters and children. If there are really people possessing this kind of blind hatred, please believe that their numbers are few and they are not terrifying; they should not be classified as China’s enemies — they ought to be the target of legal punishment and efforts to redeem their spirits.

中国最可怕的敌人其实是一个幽灵,一个控制我们的心灵让我们同胞之间相互敌意、相互厮杀、相互内耗的幽灵。这个幽灵混杂着历史的伤痕、千年的苦毒、帝王将相兄弟相残的刀光剑影和王朝更替动荡杀戮的森森白骨。

China’s most terrifying enemy is in fact an apparition — a ghost that controls our souls and causes us to make compatriots enemies, kill each other, and creates friction between us. The specter is a mixture of historical wounds, thousand year hatreds, emperors who killed their brothers, dynasties that fell to political upheaval creating forests of whitened bones.

它让一个世世代代祥和的村庄在恐怖气氛中分成派别相互厮杀,让数十万知识分子痛苦地扼杀良心苟活于世,让整个社会陷于愚昧的疯狂。它一遍一遍扫荡这个民族最坚定的良知正义之士,直到道德和人性被彻底摧残以至于我们的下一代也在仇恨中成长,让我们整个社会充满陌生和恐惧。

This specter has caused centuries of villages to fall into factions and murder each other; caused countless intellectuals to bitterly murder their own consciences; caused an entire society to fall into ignorant madness. Bit by bit it cleaned out this country’s most staunchly knowledgeable and just scholars, until morals and humanity had been completely destroyed to the extent that our next generation also grew up in the midst of hatred, filling our whole society with unfamiliarity and fear.

它驱使我们的公仆陷入无节制的贪欲、堕落和内心的不安,甚至充当流氓恶棍,监禁、殴打那些寻求正义的无权无势的人们。它驱使我们的法官放弃良心,放弃正义,放弃底线,在不公正的判决书上签上自己廉价的名字,让房子被拆迁土地被征用的无权无势者找不到说理的地方。让那些官员们习惯于说谎,让他们丧失公信力,让一个个男人到了40岁以后脸上写满可悲的城府甚至阴险。

It constrained our leaders’ sense of juice and caused us to fall victim to immoderate greed, moral depravity and uneasy hearts. So much so that villanious gangsters, imprisoned, beat up those people without power or rights who were seeking justice. The specter constrains our judges until they gve up kindess, abandon justice, cross the lines they set for themselves and sign their cheaply priced names in the books of unfair judgments, causing houses to be torn down, expropriating the land of the powerless and making it impossible for them to petition for recourse. This specter makes officials become accustomred to lying, makes them forfeit credibility, makes the face of every jman past the age of forty be written with the long experience of two-facedness.

它让我们的社会分裂,城市和乡村,穷人和富人,权势者和无权者。就连偏远山村里一个月50块钱的社会保障也属于权势者,而不是那些最需要帮助的穷人。

It’s caused our society to split into factions, cities and villages, rich and poor, those with power and those without. Even in remote villages, the villagers’ 50 yuan per month in social security gets taken by the powerful instead of going to help those who need it most.

它让我们的社会道德沦落,让一批人监视另一批人,让我们人与人之间充满猜疑和敌意,让我们彼此远离诚信,远离温情,让我们的社会充斥谎言,躲猫猫,周老虎,做噩梦,一个接一个的概念不断出现,让我们人与人之间充满愤怒和抱怨。

It has caued our moral’s to perish. Caused one group of people to watch spy on another. Caused our relations between each other to be filled with suspician and hostility. Caused one another to become distant from honesty and truth; distanced us from warmth; filled our society with lies, “hide and seek,” “Old Tiger Zhou.” One after another, nightmares continue to come to light, causing our relations to be filled with anger and complaints.

是的,我们这个民族心灵深处有一个敌人,它让我们每一个人戴上厚厚的面具,让我们的同胞相互隔膜,相互猜疑,相互仇恨。这个世界上没有任何一个国家或个人能够如此伤害我们,这个敌人不是任何别人,也不是任何国家,而是我们民族心灵深处“敌人”的概念,是这个恐惧的幽灵。

Indeed, the depths of our civilization’s internal spirit has only one enemy — it makes every one of us wear a thick mask, keeps us compatriots divided and suspicious of each other. There is not an individual or country in the world that can harm us this severely. This enemy isn’t another person, and it’s not some other country; in fact, in the depths of our cultrue’s spirit this concept of “enemy” is our most dreaded specter.

我们生活在这个幽灵的掌控之下,生活在历史的阴霾之中,麻木、冷漠、恐惧、猜疑弥漫我们的社会和每一个人的心灵。没有人能够拯救我们,除了我们自己。

Our lives are in the grip of this specter — living in the midst of this history’s shadow — numbness, cold indifferenence, fear, and suspicioun have saturated the spirits of every single person.  No one is able to save us. No one but ourselves

爱的救赎 // Love’s Redemption

把我们民族从“敌人”的阴霾下拯救出来,打破同胞之间心灵的藩篱,让每一个人内心充满阳光和温暖,是我们圣洁的梦想。

To come out from uner the cloud of “enemies” we need to break down the fences between us; make every person fill their hearts with sunshine and warmth; this is our saintly dream.

仇恨与敌意是相互的。一个恶劣的制度环境中,人性恶的一面充分激发,相互仇恨厮杀,一个正义的制度环境中,人性善的一面充分张扬,人与人之间相互友爱。我们理解那些内心怀有仇恨的人们,因为每一个人内心都可能产生仇恨,但是,我们相信,不可能用仇恨消灭仇恨,不可能用暴力消灭我们内心的敌人——只要我们心中还有“敌人”,我们就被它掌控。我们唯有通过爱消灭敌人,消灭仇恨,建立这尘世间自由幸福的乐土。

Hate and hostility are inextricably linked. In the midst of vile political control, humanity’s most horrible side is aroused — we hate and kill each other. In a just political sytem, people’s good side emerges; relations between people are filled with friendship and love. We understand people with hatred in their hearts, becaues everyone is capaple of hatred. But, we believe you cannot use hate to eliminate hate; you can’t use violence to eliminate the enemy within ourselves — so long as we have “enemies” within our heart, we are controlled by them. Only through love can we eliminate enemies, eliminate hate, and build this free and happy society.

我们首先要拯救自己。越是在一个充满邪恶的不正义的社会里,我们越是要警惕心灵的眼睛被蒙蔽。当我们为正义和尊严抗争的时候不能走向仇恨——仇恨的道路只会通往灾难通往我们理想的相反方向。我们只能选择理性、法治、非暴力,任何黑暗的地方我们内心都必须充满温暖的阳光。

We first must save ourselves. The more filled with evil injustice a society is, the more we need to be vigilant that the vision of our internal spirit aren’t clouded. When we protest towards dignity and justice we cannot go towards hatred: the road of hatred only leads towards disaster; the opposite direction of our ideals. We have no choice but to choose reason, rule by law and nonviolence; any dark places must be filled with sunshine and warmth.

在内心深处告别“敌人”这个幽灵,生活在真实之中,相信人性美好的一面。微笑着告诉那个怀着警惕的目光四处搜寻敌人的人,告诉他最大的敌人其实在他心中。微笑着告诉那个黑监狱的看守,告诉他如果他遭遇了不公正我们也会帮他。微笑着告诉那位监视别人的人,告诉他不要向自己的孩子隐瞒这一天的工作。同胞们,你我之间不是敌人,那个让我们同胞之间相互隔膜相互敌意相互仇恨的幽灵才是我们共同的敌人。去爱身边的每一个人吧,当敌意和仇恨失去最后的目标绝望地死去这个民族才能得到拯救。

We must bid farewell to this “enemy” specter deep in our hearts, live honest lives, believe in the good side of humanity. Smilingly, we will tell those that still search in every place for enemies, that the biggest enemy is in fact in their hearts. With smiles we will tell the guards of black prisons that if they encounter inustice we can help them. With smiles we will tell those that spy on others that they don’t need to conceal the time they spent on this work from their children. Compatriots, there is no enemy between you — the specter  that caused us to distance ourselves from each other, treat eatch other with hostility, treat each other with hatred, is our common enemy. Love every person around you. When the goal of killing off that hostility and hatred is at last  achieved, then our society will have achieved salvation.
